Evaporust works.  It's slow.  Not too aggressive.  It's reusable.  
You have to immerse the surface to be treated for many hours.

I want to remove some rust from the bottom of a radio battery box, but not remove, or at least damage as little as possible of the
95% remaining paint above this level. What do you recommend to neutralize or remove this rust ?
I see a product shown via Youtube, miraculous results, but....after being a sucker a number of times, i find my skeptical threshold
is raised.

I have some stuff here, EvapoRust, which I have used successfully to remove rust from delicate stuff.The last time I used it, it removed all the rust from a very rusty ARC-5 remote tuning drive cable.Ken W7EKBSent from my Galaxy

I am a, i admit it, sucker for Youtube ads. I saw this one for a rust remover:
