Yes, how accurate did they need to be ? The ground station BFO and normal hearing allowed maybe +- 2.5 kHz around the calling frequency. Maybe more, if the ground opetators were really on the ball. Japan used mostly quartz controlled transmitters, which obviated that difficulty. Germany used mainly lower freqs, < 6 MHz, and superior mechanical construction to maintain accuracy. Italy, i do not know. Their colonial empire required use of higher HF freqs, like the aircraft AR18 S350 setup, but no quartz crystals. But it worked for them.
