Better story...I have a friend that worked for Icom in South Africa several decades back. He sold them and he repaired them. He sold a ton of Icom ham radio HF transceivers to companies throughout the bottom half of Africa, they had been adapted to run outside of the ham bands for commercial use, but they all came with default hamband freqs in them. Even though he notified the buyers that they needed to reset to their assigned freqs, almost no one ever reset the freqs. and the ham bands over there had many a truck line, delivery company, varied businesses, all on HF, and the same freqs. The African version of the FCC back then might have been a bear to get a reciprocal license from, but they apparently could care less about what freq anybody used.
