This is not to say definitely, and it's not a lot to go on, but the typeface used is more Japan than elsewhere. The 'Japan Self Defense Forces' created all kinds of odd, little known, small numbers production in the post WW2 years. Maybe prototypes or experiments, since they show no effort to make 'clandestine'.
