What a cool and unique radio!   It looks to be just a transmitter, but with all the stage tuning controls and little edgwise meters, it's one of the most "ham-like" mil radios I recall seeing. 

Have you found any clue as to the company that made it?  The only clue I see is the 2SC transistors were were most often used by Asia-Pacific companies.  For example I see Toshiba and NEC once made the 2SC24 transistors used in the PA.
