So many of these high priced listings will indicate that the unit was owned by a fastidious owner with excellent credentials. I am still waiting to see an Ebay description from these folk that deviates from that pattern.
For SaleCollins 51S1 radio for sale that was owned by a former peeping Tom who lived in a van down by the river, His personal hygiene left much to be desired and this piece has not received any attention as a result. It appears to be all there, if a bit dirty. $3,000.

Dave makes a very valid point about delusion and preservation.
I don't know whether this ART-13 seller is optimistic or delusional.I do know from direct experience that there are people around without much spare time, but with money and a desire/obsession - their "buy vs. search" calculus is just different. (Note to self - do not bid against Joe Walsh on eBay)
Whatever - I also know that Dave's outstanding posts on troubleshooting and restoration are far more valuable to far more people than any shiny new ART-13.Thanks and Have Fun, Dave.

It ain't never and when Old Grim reaps him, it will
go to recycle. Same with that very nice looking ART-13.
Delusional pricing means nice radios get destroyed.
