Breck, that looks like a calibrator or frequency "spotter". Maybe from the 1950's ARRL handbook?

I have the BC-224-C also, as well as a BC-224-A and the much later, R-649 with the squelch box on top.
I happen to prefer the early BC's with no LF band, as it's useless to me. Altho the dial resolution on the HF only models
is not a great big deal better.

Hue,  I'm not familiar with the later
BC 348/224 variant R-649 with the
"squelch box on the top" that you mentioned

The only R-649 that I know of is the receiver for the Coast Guard made by
Hallicrafters.
