I'm going by memory here, and it's about 45 years since I last did this.  However, I think the procedure you want isn't in the T-195 manual, but rather the -35 manual for the AN/GRC-46, which unfortunately, I no longer have.  But I recall it was pretty obvious once you get inside the transmitter.   Two internal T-195 cables are swapped to route the MO output to the front panel MO OUTPUT, and route the front panel FSK IN jack back to the exciter/multiplier RF input.    One cable is in a stowage position, linking the FSK IN jack to the MO OUT jack for non-FSK operation.  You just disconnect and reroute one end of this cable to the exciter RF input, and connect the exciter end of the MO output cable to the  "stowage" connector on front panel main frame, thus routing the MO to the front panel. 

We can deduce the procedure by looking at the T-195 manual, TM11 5820-335-35 (available on-line).  Referring to schematic, Fig. 2-82.1, and Subchassis Interconnection Cabling Diagram, Fig.  2-81:

1. Locate stowed cable running from FSK IN connector J613 to main frame connector J620 and disconnect P601 from J620. 

2.  Disconnect MO output cable connector P801 from exciter chassis RF input connector J101.

3.  Reroute cable to connect P601 to J101.  This routes FSK from the MD-203 back to the exciter input.

4.  Reroute MO output cable to connect P801 to J620 at the main frame.  This routes MO output to the MD-203.
