Never seen one.
It looks like it is marked so that someone without the ability to properly use the radio could ensure it is setup to receive when the frequency is known.

Just a guess.

AGC - Slow
Break-in - Off
Limiter - Off
Function - both Off and Cal are in red
BFO - Off

Also in red is MEGACYCLE CHANGE
and the the CAUTION
READ INSTRUCTIONS PACKED WITH EQUIPMENT BEFORE USING
