I certainly don’t understand all the economics of the surplus electronics business but I feel compelled to note a few things:
1- Fair Radio has somehow managed to stay in business for 70 years. 
2- I believe the store clerks are not authorized to dicker. They have to stick with the catalog price. But the owner, Phil Sellati, will often adjust a price if you provide a good reason in a friendly way. 
3- I am very grateful that Fair Radio still exists as the last great surplus place with a huge treasure trove of parts and equipment….and it is an awesome place to visit.
