It's no different than the original switching scheme, Hue, which is step tuned.  The intent of the C-37/ARR-2A "electric tuning control adapter", which is synchronized with the compatible C-35/ARR-2A channel selection switch, was to eliminate the problems of long runs of flex tuning cable between the receiver and the control box.  That allowed more flexibility for where they could install the receiver.  The motor drive adapter was cleverly made to be capable of installation on the original R-4A/ARR-2 receiver.  Attached is the installation diagram for the whole shebang.
