Actually it looks like a filament trans. Only two secs, and they’re both 10V. The 1780V RMS to ground is prob a high pot rating, not a winding.

For many decades I have had here a filament transformer

And though it does have markings telling the voltages, I was amazed to find it listed in the 30-class transformers listing
