[Milsurplus] ts-47/apr troubleshooting

folks. been playing with this post ww2 signal generator has 2 bands 40-115&115-400 mhz. unmod, pulse or 1000cycle modulation puts out 3mw according to the manual . 

used to test radar receivers such as the apr4

 inside the aluminum casting had alot of powdery corrosion so I cleaned everything out.  fired it up slowly using a variac. 

it put out a good signal between 40-65 and 115-200. also in pulse mode the signal was weaker.  there is a trimmer cap I could adjust that might help but the variable butterfly cap might be an issue and the manual recommends replacing it

anyone play with one of these? also why us the pulse mode weaker than the unmodulated or is it normal?
