[Milsurplus] Any thoughts on this Harvey Wells?

Can anyone ID this particular transmitter?  It does not appear to have a
band switch, has a toggle for 'tone', has an aux input with a control.  The
mounting base is more what you would expect for a vehicle or aircraft.
Harvy Wells made an AR-2 aviation receiver, no evidence of a matching
transmitter, plus they built  police radio gear, could this be something
from that line?
