Hi
That’s a very normal gizmo for a small craft that needs to hook up to “shore power”.
You pull up to the dock in who knows where. The local “nominal” voltage is something odd. What you get when you plug in might not be remotely close to that nominal.
You need to keep the radio(s) going and maybe the lights. Batteries only last just so long.
Is what you have intended for this use? I haven’t a clue …..
