Indeed, we can see that some of the aircraft numbers line up with numbers on the board: 670, 676, 680.

I took "NO" column to refer to the aircraft tail number. And it seemed to make sense as one of the comments was about a broken antenna. Also did the P-38/F-5 carry just 2 RX + 2 TX? One comment was "shrapnel in transmitter", so the board didn't seem to directly relate to what is on the bench in front of the guy with the mic.

The scenes at 0:57 and 8:57 may tell something else. The chalk board on the wall has the RX and TX listed by SN. At 8:57, the wider view, two men are working on a receiver on the bench. This could be the shop and that is the test bench before each TX and RX are hot tested before being called good enough to be put back in the plane.
