[Milsurplus] accessing DTIC tech reports

I searched on some other terms and found lots of pdf files that work OK. So
it could be that particular one isn’t in pdf or they’ve screwed up the
linkages.
“The specified blob does not exist” is an amusing answer…..

p.s. I noticed this problem back last year before any change of
administration.
