[Milsurplus] Couple things about the ARC cap in the ebay

I had a large pile of carbon resistors from a couple estate sales last year. ( seeing the chaos these gentlemen left behind for others to attend to, was highly instructive for me ! ) I was shocked to see how much these resistors varied from nominal. A couple egregious examples had doubled in value. Within spec 10% if you were lucky. I decided they were junk and to start over with new.
