[Milsurplus] Couple things about the ARC cap in the ebay

No criticism, but a couple of thoughts:

First, I very much doubt that the original resistors were carbon
composition. Unless the values were extremely high, they were probably wire
wound.

Second, you can solder a resistor - or other component - without altering
its value by gripping the lead with a hemostat next to the body of the part.
