I did, back in the 80's, and as recently as making one or two int he 
early 2000's, when I didn't know that at the time, most hardware stores, 
carried most brushes, and, if not the right type, if the size was close, 
but had a spring, and/or, cable attached, remove it, and hone the carbon 
to fit.

Have you checked hardware stores?

Although it's been a year or two, I have seen them at Ace, and True 
Value in the power tool switches/brushes bins.

Also, if you don't want to make your own, check 
motor/alternator/starter/generator repair shops, maybe bring them a sample.
