[Milsurplus] A TCS puzzle

A friend sent me a COL-47205 loading coil for the TCS to figure out why it
would only rotate from position 1 to 3, not to zero or past 3 to 6.  It is
obvious that the detent mechanism has two posts placed in it to stop it
from rotating except between 1 and 3.  If I assume the detent mech was
removed and put back in backwards, that would give me 13 positions to dial
through, so that is not it.  Did this tuner come tailor made for certain
systems based on antenna types?  The two stop posts are not some add on,
they are part of the switch, the detent mech being drilled such that the
pins can be placed anywhere around its circumference, and are peened in
place.
