[Milsurplus] accessing DTIC tech reports

I've been experiencing the same issue with trying to access the pdfs of
nautical charts on the NOAA website. There has always been options to
download up to date nautical charts in either "enc" (vector electronic
navigation chart) or "pdf" formats.
