If that's the main PTO, that might be a calibration set up to help adjust the PTO Linearity over the 10 or 16 turns of the PTO. The Vernier dial would provide accurate angular information and the radio provides all of the power. And one can suck the frequency off of some point in the radio. Just an possibility.
