[Milsurplus] Repair of small varible capacitors

A busted nut capacitor in (IIRC) an RAX receiver:

Two views of the plastic shims installed.
Don't really need to put a shim between every plate;
just enough to keep all of them apart:

Set the cap at 50% before installing the shims.
Tune carefully.  Gorilla-tuning might dislodge
one of the shims, though I've never had it happen.
We start at 50% because the adjustment point
will likely be closer to that than an end-point,
and once we get it tuned we're probably not
going to move it much.
I've used this on BC-348, TCS, RAX, Scott Navy,
Radiomarine, and others I don't remember.
Yes; it changes the specs of the capacitors.
No; it doesn't matter enough to notice.
