I recall fixing a BC-348 with that problem by rotating the shaft of the variable until the rotor plates were completely unmeshed from the stator. Then the rotor and shaft was able to come free of the rest of the variable capacitor. An I pulled it entirely out of the shield can leaving the air variable with only the stator plates. This removed the short.
If memory serves, I did not see what had been holding the shaft in place (expected a clip but ended up thinking it was a crimp into a groove on the shaft that had let go over the years).
I did not see a way to repair it so I modified things a bit: To resonate the coil, I wired in a smaller compression trimmer across the now-inactive air variable and peaked it for max signal.
