[Milsurplus] R. B. Pennington ?

Is there perhaps any historical significance to the name R. B. Pennington in the context of Command Sets?  I have a SCR-274-N with the name in cursive on the side and the tube cover plate.  Thought I'd check on this before doing any aggressive cleaning.
