Hard to say what's going on there but do not think its been underwater, just stored in a somewhat damp location. Think it will sell for a lot more then $20. At that price its worth it just for the tubes. I have seen several of these mid war production receivers where the front panel looks bad but stays together, the late war produced version with the stamped labels is the worst as far as falling apart and at least its not one of them. Wonder if there is any way of protecting the pot metal like a paint or Zinc Chromate that can prevent moisture from destroying it? Maybe remove the front panel, cook it and then apply a coating but then you have to wonder what will happen when you heat it?
