How & where are you measuring reflected power?  Transmitter tuning usually doesn't affect reflected power fro the feedline & antenna.

How do you have your Antenna Loading controls setup for max forward power and minimum reflected power? I can’t seem to find a combination that yields high forward power with minimum reflected power. Your suggestions are most welcome!
I’ve owned ART-13’s for a long time and repaired many. I find the best tuning solution to be COARSE ANT LOADING at 6 (L Network) and a 4000pf cap from the bottom antenna terminal (RF side of the blocking cap). However this only gives about 60W forward power but almost zero reflected power. I’ve tried other combinations that provide more forward power but they always yield a lot of reflected power. 
I understand the ART-13 was designed to work on an aircraft antenna of much lower impedance (around 10 ohms).
