[Milsurplus] FRN-40 transmitter?

Ran across this listing on ebay- item number 185727846480. Transmitter
is a Coast Guard unit in Wichita, seems pretty complete.

Looks to be 80s(?) vintage, but I don't see any indication of
frequency range covered, or any way to set frequency for that matter.

Anybody familiar with this set? (Nick's website failed me for what
must be the first time ever.)
