There's no absolute way to know, without cutting into the bag. 
Generally, with experience, one can tell by feeling.

I've taken apart a few over the years, and they've usually contained 
closed-cell LDPE, low density polyethylene foam sheets, much like this:

I clean with a terry cloth rag, and water, or in rare occasions, use a 
spray bottle, nylon brush, and a rag.
