Ok one more time-
AN/UGA-1 is NOT repeat NOT a frequency-division multiplex system.

UGA-1 is a time-division multiplex device that has 16 synchronous serial
teletype signals on one side and a single serial time-compressed stream on
the other side. All digital teletype signals. The time-compressed stream
interfaces to a crypto system that processes sixteen serial characters in
the same time as one 100wpm character.

On the 16-channel side the UGA-1 connected to a separate device such as
AN/UCC-1 which IS a frequency-division multiplexer providing VFCT (voice
frequency carrier telegraphy) to run comms over wireline, HF, UHF,
microwave etc.
