I missed it int he RFI forum, just checked, and I don't have it there, I
may have zoned out and deleted it.
So.... Yes, ham radio, and emergency services are a thing, RACES, ARES,
I was in an emergency service called DCART, BUT, as they say, "the
amateur service is not an emergency radio service". It's a bunch of
hobbyists, with a side interest, that happens to be emcomm, which ties
in with radio. Not a service, an aspect of a small hobby.
I'd have to go over some notes, maybe look at some old websites, BUT....
RFI mitigation within the ham bands, even on the ARRL site, was NOT to
prevent RFI in general, it was to prevent RFI to LICENSED services, in
allocated frequency ranges, which Amateur radio is, under Part 97, and
the violation of RFI was a violation of two parts of Part 15, for
excessive unintentional radiation, which applies to power distribution.
It's been a while since I've been directly involved in it, but Amateur
radio is still a licensed service, and protected, and unless Part 15 is
no longer valid, at least two sections apply to noise, so, no change.
As for emergency services, that's just an aspect, like CW, or digital,
and like the old CW vs AM vs SSB, Hams will fuss about losing one, or
another gaining more attention.
