One of Sergeant Bilko's men converts an Ecophone shortwave radio into a 2-way
set to transmit betting instructions to one of his men at a horse race track.

I thought it was pretty darn funny, just as i did back in the 1950s !
And YES, you can pretty easily convert any superhet receiver into a transmitter, using
just pliers if that's all you have, but....it won't reach as far as the race track !
