Yes. That is a Fair Radio built power supply. Looks like it is missing a part. Either a 'phone 
jack or a switch. I have, or "had", several of those made specifically for an "ARC-5" receiver. I 
think I have one left. I also had a fairly large number of their "ARC-5" powersupplies which 
were built on a dynamotor base and were meant to be installed where the dynamotor was.

I sold all but, I think, 3, on eBay. I think one or two folks on the ARC5 list bought one or two.

Both the small power-supplies and the larger ones which look like yours used special power 
transformers which Fair Radio had especially built for them. They all had 24 VAC instead of 
12V or 6.3V windings.
