That fear also possibly explains why foreign freighters calling at Pacific NW ports had their old radio equipment swapped out for contemporary U.S. equipment. I can think of 4 specific 1920s ship equipments that showed up in the Pac. NW in private hands, "off the books" acquisitions, maybe.
