These are internationally recognized emergency signals. I learned them when I started listening to the Marine Bands as a kid. They are also taught in boating courses. Any responsible a boater should learn the correct radio protocol and keep up on changes.

By the way, as of this month the USCG no longer monitors the HF Voice Distress Frequencies in the contiguous states. One has use a HF radio with the Digital Selective Calling (DSC) protocol to send a distress message via HF to the Coast Guard.
