Remove the resistor for the tests.
If you look at the diagram, with the burnt resistor out of the circuit, 
there should be no DC path to ground anywhere.  One end of the circuit
is where the resistor was burnt.  The other end is the plate of the
1st IF tube.  So if any current flows to ground, isolate parts
of the circuit until you find the bad guy.
