I found this in Seattle years ago. But, I don't know about the West Coast....
It says "Any Radiomarine Station", for example.  These aren't actual single ship or land 
station calls, which could be K or W starting. It also says "Any or all U.S. commercial coast
radio stations -  WAUS" which includes calling KLB Seattle, for example.

That must have been for the West Coast /Pacific operating areas given the "K" call signs for the RCA stations.
