I think there was (still is?) a rule that some shipboard communications must work in an emergency, like when the mains 
electrical power fails.  To meet that requirement Sound Powered phones were used in many places.

PS There's a similar situation now with the internet.  When the AC mains go down, because of a fire or PG&E being 
cautious, most internet goes down because it's not part of FCC Title II.  The exception is DSL which is provisioned on 
top of copper pair telephone service which IS under Title II so does work without AC mains power.  California has passed 
a law that Cell Towers work during AC mains failures and AFAIK it's going into effect about now.  But VOIP telephones 
will fail in a power outage.
