[Milsurplus] Radium paint and Xrays

I've been wondering what exactly is the coating on these tubes that have been in my junque box for some time. They came in a tube caddy I bought with a bunch of other tubes.  See photo.

According to my GE tube manual, the 3DR3 and 3DS3 are identical except for filament current,  and outline drawing.  However, I don't see any difference in outline. X-Radiation level is listed as 0.5 mR/hr.
