[Milsurplus] .375 wide paper tape...tty???

While cleaning up a rat infestation disaster here I came across a chest
with 8 inch dia spools of 3/8" wide  paper tape. It has on the side of the
spool:

U S NAVY
Type CPM 10056

Whats odd, and maybe I just don't understand, is there are two 3/8" strips
and a 3/8" carbon strip...but what's odd to me is the carbon strip is not
sandwiched between the two paper strips to make it work to make a copy.But
rather just lsying on top of the two paper strips
 Must have been that way for a reason.

 Anyway if someone can use these let me know. Free for the cost to mail.
