Set the -77 on any Six Meter freq on which
FM is allowed. Designate a licensed ham as
the "control operator," which allows anyone
to talk on the radios given the control op is
responsible for legal operation.
It's the same regulations we use to let the
unlicensed Boy Scouts operate a ham station.
If someone who isn't a Federal official walks-up,
especially if he is about 5' 3", is razor-thin,
wears granny-glasses and starts huffing about it,
tell him:
"Gosh I dunno. The guy in charge is someone
named "Phynius." If you go ask the people on
the other side of the field, they probably know
where you can find him."
Or your could tell him the person in charge of
the radios is Helen Waite. So if he has a concern
about it, he should go to Helen Waite.
Either way, I don't think you have to worry about
an FCC spook in a black trench coat, jumping out
from under a bush with handcuffs. ;-)
