[Milsurplus] TBX-8 power output

My TBX-8 dead keys 12 watts and swings to 18 watts, Mic volume is at maximum and mic is 150 ohms. Mic transformer is getting 12 volts. My TBX-8 is new, never used and audio modulation tube is new. SWR into the antenna is 1.7 to 1. Is 18 watts peak rather low?
