Can you remove the RFI filter and use heat to unsolder the lid?
This assumes that the RFI filter is in a metal can with the lid
soldered on.
If you can get inside the RFI filter, you will probably find shorted
capacitors or a coil welded to the case from an EMP event.
From here you might be able to fix it.
