The manual might be online, but if you don't find it, it's nothing to rave about. A 3x 3S4 tube regen with tuning and regen control, no volume or gain control.
A 2 tube xtal / VFO transmitter, link output. The only unusual and interesting thing about the transmitter is that the tube sockets are wired so you could use
any one of a variety of tubes, either triode or pentode. The tube sockets have them wired to be triodes. I saw a QST article around 1940 with a construction 
article called "emergency transmitter" which used this idea, so that idea might have been taken here. 
I think "C" in Navy nomenclature means "experimental".
