[Milsurplus] Don't pack the bearings

Hmmm. I packed all my SCR-274N related TX and RX dynomotor bearing
races; as I recall the manuals said to do so -- I haven't looked in years
so I can't provide the applicable section. By pack, that does not
mean jam it in there. There needs to be some room for expansion when
things heat up and this sound like what you're doing. I've not had any
problem with the dynamotors; they're running fine.
