[Milsurplus] TCS in Russian use ?

Here's a website with a bunch of info about Lend-Lease radio supplies to Russia and considers the use of the TCS by USSR.
Some of the text logic is not perfectly clear, and I wonder what the "WW2 Secret Radio Station" is really all about, but if
