Yes rob agree.  120AC or 28VDC, fiberglass case to make it “portable”.  Loaded with tantalums…

I modified some search terms and think that the person that was asking about it was confused about the manpack aspect.

 

I think he was referring to AN/GRR-17 because that lines up with "Last military project of National Corp." and PLL synthesis
