A larger destroyer would have had a TBL transmitter plus RAK/RAL receivers.
I don't know if there was room for that in a DE like Slater.
Seems to me that MF (called IF back then) transmit capability would be
important in Emergency Radio and you wouldn't get that in a TCS.
