[Milsurplus] Connector Assembly/Disassembly Spanner

I took K4CHE's suggestion and tried long nosed pliers. Turns out both rings
were little more than finger tight and came off easily. Someone before me
was probably in there and didn't tighten them back to spec when they were
done.  BTW, the connector is a cut-off so that might be a hint.

Thanks for all the help. Next time I go by our local mega tool place I'll
check out a proper spanner.
